Such a supermajority requirement is against the original intentions of the Framers of the Constitution, as is demonstrated by arguments in 'The Federalist' numbers 58 and 22. The structure and language of the Constitution and congressional practice also fail to support such a measure. The rule change would warrant judicial intervention in House affairs that have up to now been managed through self-restraint.Citation Details
