The overall treatment continues to be intuitive rather than mathematical and is strongly oriented towards policy.

- Not a good text
Pugel is a very smart man, but like most "genius" professors, he lacks the ability to actually translate his genius to text.

there are not enough graphs/figures to explain points in the book and there are just too many complicated things that are hard to comprehend without visual explanations....
